Improving the community’s ability to live a full life by having access to the very best medical care, shelter, and quality foods and vegetables.

As you drive the district, from east to west, you can noticeably see how densely populated the area becomes, with more housing developments, apartment complexes, and sprawling business shopping centers that lay half vacant, a victim of suburban sprawl. At the helm of these shopping centers were grocery stores that provided both fresh fruits and vegetables and pharmacies. Over the past 20+ years, Baltimore County has repeatedly allowed grocery stores to close, creating food deserts in predominantly Black neighborhoods. We have over 11 grocery stores within the District, yet most of them are located along the Reisterstown Road corridor. Here are just a few of the grocery stores that have closed their doors:

  • Mars Grocery Store – Dogwood Shopping Center
  • Mars Grocery Store – Reisterstown Shopping Center
  • Food-A-Rama – Woodmoor Shopping Center (replaced by Family Dollar)
  • Giant Foods – Milford Mill Shopping Center
  • Shoppers, Rolling/Liberty Roads Shopping Center
  • Shoppers, Metro Square

To the resident that does not have access to reliable transportation, this is a disruption to their quality of life. Instead of having more money to put food on the table, they are forced to spend more time and money on transportation and delivery fees to access the fresh fruits and vegetables initially within walking distance.

Tony understands that to improve the quality of life for residents; we need a strategy that addresses all aspects of food access, going beyond food retail to include food assistance and food production, as well as the steps necessary to engage stakeholders across the food system. Tony’s strategy includes:

  • Increasing the availability of healthy and fresh foods at a local small
    grocery, corner, and convenience stores
  • Working to ensure that existing supermarkets and grocery stores continue to
    serve residents
  • Working to attract new stores to underserved areas
  • Addressing transportation gaps that impact food accessibility
  • Supporting rural and urban agriculture

    • Improve small grocery, corner, and convenience stores.
    • Use federal nutrition assistance programs as a framework for increasing
      health food at stores
    • Support innovative retail models that generate wealth in historically
      marginalized communities.

  1. Retain and attract supermarkets
    • Work to ensure that existing supermarkets and grocery stores continue to
serve residents and work to attract stores to underserved areas
    • Develop funding, incentives
    • Provide technical assistance to new and existing stores

  2. Maximize the impact of nutrition assistance and meal programs
    • Increase the impact of SNAP and WIC
    • Increase the impact of food pantries
    • Increase participation in federal meal programs

  3. Support rural and urban agriculture
    • Protect and prioritize appropriate parcels of land for agricultural
    • Increase opportunities for growing, buying, and selling locally grown and
      produced products

  4. Address transportation gaps that impact food access
    • Support innovative strategies and organizations creating transit-related
